I have a website that shows the list of restaurants according to the city's name given by the user. So if the user types 'San Francisco' it will open San Francisco.txt, so how can i open the file from the user input?

but if you have many cities the links could be a tired option. check this script, you only need then to validate if the city entries exists on your files.
<form name="form">
Name <input type="text" name="city">
<br /><br />
<input type="button" onclick="location.href=document.form.city.value.concat('.txt');" value="See the list">
</form>
