  Underline text with different colors

You know link text is blue underlined, is there a way to underline text that is not a link and with different colors, not just blue? And just change the color of the line, not the text.

The #xxx is for the color. Also can be #xxxxxx, etc...

The 1px sets the thickness of the line. It could have any other value. And solid is the type of line.
