hi, this is my firstime using frames and this is what i have, 3 vertical mini-windows
<frameset cols="20%,70%,10%" border="1">
    <frame src="left.htm" name="framel" frameborder="1"/>
    <frame src="main.htm" name="main" frameborder="1"/>
    <frame src="right.htm" name="framer" framboarder="1"/>
</frameset>

can i now add two horizontal frames across all three frames? i intend this to add the header and footer sections.

Yes, but you will not add the 2 horizontal frames to what you already have, you will need to create 3 horizontal frames and add the code that you already have to the middle section:
<frameset rows="20%,70%,10%" border="1">
    <frame src="header.htm" name="frameup" frameborder="1"/>
    <frameset cols="20%,70%,10%" border="1">
        <frame src="left.htm" name="framel" frameborder="1"/>
        <frame src="main.htm" name="main" frameborder="1"/>
        <frame src="right.htm" name="framer" framboarder="1"/>
    </frameset>
    <frame src="footer.htm" name="down" framboarder="1"/>
</frameset>
