  problem! frames overlapping

Hello,
nevertheless all objections and controversies around them, i want to use freames. My problem is that i have one for the footer and the other for the content but when the browser window gets resized the bottom frame starts to overlap the upper one, is this the way it works? isnt there a way around this?

thats why the footer always is 200px and the rest(*) is for your content.

to fix it you can add sizes for each frame or percentage sizes
<frameset rows="260px,80px" frameborder="0">
or
<frameset rows="70%,30%" frameborder="0">
